Today
(08th Jan 2021), farm leaders and Indian government had their 9th
round talks and as expected the talks were not successful. Agriculture minister
came out with a smile pasted on his face and gave statement that ‘India is a
democracy and thus talks will go on’, he came out from ultra-modern state
of the art building called Vigyan Bhavan. From the very same building farm
union leaders came out and gave statement that is very grave for a democracy,
they said ‘we will not go to judiciary, and will forward the movement until
their demands will be met’. This article is an effort to understand the
implication of statement of the farmers.
Industrial
Revolution
Modern
nation state economy is hugely influenced by the industrial revolution that occurred
in the Europe and United States during 1760s to 1840s. This very revolution is
responsible for many cultural and social changes that occurred afterwards. Some
of the immediate changes in the economy is that, the economies that were based
on agriculture & handicraft got transformed into economies based on large –
scale industry, mechanised manufacturing and factory system. This change not
only changes the economic lives but also social lives of scores of people not
only in Europe or United States but also in the colonies of these very nations.
Due to scale industry, mechanised
manufacturing and factory system, need to create a proper and disciplined worker
force was felt and this is how modern schooling system was created to make a
child sit and do certain work repeatedly over and over for 12 years and
ingraining the child’s mind that following instruction is the most important trait
of an ideal student.
Other large changes that happened was
manipulating modern ideas French Revolution and using those to safeguard the
interest of capitalist class. Thus, power of dictating a country’s policy
shifted from the welfare of the ruling class to the welfare of capitalist
class. This shift in the policy is the basis of whole capitalist world order,
where ‘Economy’ is the central point in every aspect of life from – marriage to
governance to military adventure and foreign policy. This compelled the
governments of states to pursue economic wealth rather than following ideas propagated
in French Revolution.
Ideals
of French Revolution and Separation of Power
The
ideals of French Revolution are – Liberty, Equality & Fraternity –
and these can be interpreted in different form and can be annotated in different
meaning. But, these ideals of the French Revolution were never enshrined in any
of the constitution in absolute sense. This is due to the Capitalist – Politician
Nexus.
Coming to separation of Power, this
system is also a result of French Revolution. According tot this system three
different bodies/person/institution should be created and power for legislature,
execution and Judiciary should be assigned to each of the body/person/institution.
This will ensure a system of check and balance. That is whenever one
body/person/institution try to assume absolute power or overstep other body,
the remaining two bodies will check the first body.
Present
Situation
Having
discussed the basic concept, now we can analyse the statement given by the
farmer union leader in today’s 9th round of meeting. One clear
indication is that farmers want accountability from the government on the farm
laws. Secondly, they have very less trust in the judiciary and see approaching
judiciary as a conspiracy. They want to make it a direct action. This attitude
of direct action will have ripple effect and the movement of farmers will get
morphed into different field and issues. This morphing of the movement cannot
be restricted by a folly of ‘discussion’ which the present political class is
doing.
Thus, following conclusion can be
made out of the statement made by the farmer union leaders: -
1. Protest will go on till the farm
laws get repealed.
2. New opposition will get created by
the farmer. This is evident form the fact that no other political party get any
traction whenever they tried to talk about the agriculture. This is partly due to
the fact that the same opposition did nothing when they were in the power and
the present ruling elite have this tendency of blaming the previous parties for
their wrongs.
3. This protest will get morphed into
many different protests.
4. There is a chance of giving this
country a new political order.
5. Power of democracy will be shown to
the ruling elite in near future.
